The Khyber Pakhtunkhwa government has intensified action against illegal and non-compliant construction in Peshawar. The Land Use and Building Control Authority (LUBCA) sealed a commercial plaza under construction in a private housing scheme in the Pashtakharah area for violating building control regulations.
According to available official information, on September 8, 2026, the Planning Control Officer, Pashtakharah, conducted an inspection of the private housing scheme under the supervision of the Director Enforcement, LUBCA, along with the relevant staff. During the inspection, violations of building regulations were identified at an under-construction commercial plaza.
Officials said the required parking space had not been provided at the site, while construction was also being carried out without an approved building plan. Following the violations, construction activities were immediately halted and the building was sealed.
LUBCA has continued enforcement operations against illegal construction and violations of land-use and building regulations in Peshawar and other parts of Khyber Pakhtunkhwa. According to information available on the authority’s official website, action was also taken against unauthorized and illegal buildings in Pabbi Tehsil on September 8, while an operation against illegal construction was conducted in Chamkani Tehsil on September 7.
The authority maintains that obtaining approval for building plans and complying with relevant regulations are essential requirements for orderly urban planning, public safety and sustainable urban development. LUBCA has also previously sealed commercial plazas under construction for being developed without approved building plans.
The latest action comes as the Khyber Pakhtunkhwa government has stepped up measures against illegal housing schemes across the province. A report published on September 8 stated that action had been decided against more than 500 illegal housing schemes, while notices had already been issued to several schemes.
Officials said enforcement of building control and land-use regulations is aimed at preventing unplanned construction, reducing pressure on urban infrastructure and protecting the interests of citizens and property buyers.
LUBCA is expected to continue enforcement operations against construction carried out without approved plans, illegal buildings and housing schemes operating in violation of applicable land-use and building control regulations.

The Khyber Pakhtunkhwa government has approved funds for the development of various housing schemes and provision of basic facilities across the province, while deciding to implement the Housing Department’s recommendations regarding the provision of Sui gas to the Malazai Housing Scheme.
The decisions were taken during the 46th meeting of the Housing Department Board, chaired by Provincial Housing Minister Dr Amjad Ali. Senior officials from the Housing Department, Law Department, Finance Department and Planning and Development Department attended the meeting.
The board reviewed an 18-point agenda in detail and took important decisions concerning the development of housing schemes, provision of residential plots, basic infrastructure and administrative matters.
Funds were approved for ongoing and proposed development works in various housing schemes. Authorities were directed to ensure the provision of roads, drainage, water, electricity, gas and other essential civic facilities on a priority basis so that allottees have access to necessary urban amenities along with residential plots.
The provision of Sui gas to the Malazai Housing Scheme was also among the key decisions of the meeting. The board approved implementation of the Housing Department’s recommendations regarding gas supply, paving the way for the provision of this essential facility to existing residents and future plot owners who plan to construct homes in the scheme.
The board also decided to engage legal teams on a case-by-case basis for the effective pursuit of court cases related to housing schemes. The initiative is aimed at ensuring timely resolution of legal matters involving various projects and schemes and providing an effective legal defence of the government’s interests.
The meeting also focused on digitizing the plot management system. Provincial Housing Minister Dr Amjad Ali directed the authorities to develop an effective digital mechanism through which citizens can access information about their plots online. The initiative is intended to facilitate access to records, improve transparency and reduce complaints relating to plot management.
The board further decided to make payments to the affectees of the Jalouzai Housing Scheme in light of the orders of the Supreme Court. Approval was also granted to provide residential plots to government employees in various housing schemes through the Housing Foundation.
In the Dangram Housing Scheme in Swat, the board decided to provide local journalists with additional time to deposit payments for their allotted plots, allowing the concerned allottees an opportunity to avoid cancellation of their plots.
A new policy, standard operating procedures (SOPs) and rules and regulations were also approved for plot owners and family residential tenants in the Hayatabad High-Rise Scheme. Meanwhile, the board approved an increase in the plot size allocated to the heirs of police martyrs in Hangu Township and Mega City Nowshera from three marlas to five marlas.
Addressing the meeting, Provincial Housing Minister Dr Amjad Ali said provision of basic facilities to the public remains the government’s top priority. He directed the authorities to complete development works in housing schemes within the stipulated timelines, stressing that unnecessary delays would not be tolerated.
He said modernization and digitization of the plot management system would enable citizens to access their records and plot-related information more easily while further improving transparency in the administrative affairs of the Housing Authority.
Officials said the funds approved for development works and basic facilities would help improve infrastructure in residential projects across the province. The provision of gas to the Malazai Housing Scheme is also expected to enhance the scheme’s residential utility and support future property and development activity in the area.

Senior officials from the Housing, Law, Finance, and Planning and Development departments attended the meeting, which reviewed an 18-point agenda in detail. The Board decided to release payments to the affectees of the Jalozai Housing Scheme in accordance with the directives of the Supreme Court.
The meeting also approved the establishment of the headquarters of the Khyber Pakhtunkhwa Housing Authority in Nasirabad, Peshawar. The Board further approved the Khyber Pakhtunkhwa Housing Authority Commercial Property Leasing Regulations 2026 and decided to provide residential plots to government employees in various housing schemes through the Housing Foundation.
On the special direction of the Provincial Housing Minister, the Board decided to provide another opportunity to local journalists allotted plots in the Dangram Housing Scheme in Swat to deposit the required amount, allowing them to retain their allotted plots.
The Board also approved a new policy, standard operating procedures (SOPs), and rules and regulations for plot owners and family residential tenants in the Hayatabad High-Rise Scheme.
The meeting approved the Annual Development Programme budget for 2025-26, along with funds for development works and the provision of basic facilities in various housing schemes. It also approved implementation of the Housing Department’s recommendations regarding the provision of Sui gas to the Malazai Housing Scheme.
To ensure effective representation in court cases involving housing schemes, the Board decided to engage legal teams on a case-by-case basis. It also approved increasing the plot size for the heirs of police martyrs in Hangu Township and Mega City Nowshera from three marlas to five marlas.
Provincial Housing Minister Dr. Amjad Ali directed the authorities to ensure the provision of basic facilities in all housing schemes and said unnecessary delays in development projects would not be tolerated.
He also directed the digitization of the plot management system, saying that citizens should be able to access information about their plots online. He further directed the timely completion of all development projects within the stipulated deadlines.
