The Government of Punjab has officially restored the issuance of the traditional Fard (Record of Rights) for land records in areas where the land record system has not yet been digitized, providing significant relief to property owners, buyers, and sellers. The decision has been implemented through an official notification that withdraws the earlier suspension imposed after the introduction of the Green Property Certificate initiative.
According to the notification, the issuance of Fard will initially be limited to locations where digital land records are not yet available. In these areas, citizens will once again be able to obtain a Record of Rights through the prescribed legal procedure, allowing them to verify ownership and complete property transactions without unnecessary delays.
The latest move also removes the requirement for buyers and sellers in eligible areas to obtain or present a Green Property Certificate when transferring ownership of land or other immovable property. Instead, transactions can now be completed using a traditional Fard (Record of Rights) or a certified copy of the official land record, restoring the long established documentation process.
The suspension of Fard issuance had been introduced when the Punjab government launched the Green Property Certificate system as part of its broader land administration reforms. During that transition, conventional ownership certificates were temporarily discontinued, creating challenges for property transactions in areas where digitization had not yet been completed.
Officials say the Green Property Certificate system will continue to operate in areas that fall under the new digital framework, while the restored Fard system will serve non digitized regions until the digitization process is completed. The dual approach is intended to ensure uninterrupted property transactions across the province while supporting the government's ongoing modernization of the land record management system.
The restoration of manual land ownership certificates is expected to facilitate smoother property transfers, reduce procedural hurdles for citizens in rural and non digitized areas, and provide greater flexibility until Punjab's land record digitization programme is fully implemented across the province.

The PIAF Group and the DHA Estate Agents Association Lahore have entered into a significant mutual support agreement aimed at promoting cooperation, electoral coordination and shared business interests, including reciprocal support in their respective elections. The signing ceremony was held on Friday, July 10, 2026, at the Lemniscate Club in DHA Phase 8, Lahore. The event was attended by representatives of the PIAF Group, DHA Estate Agents Association Lahore President Zeeshan Butt, other office-bearers of the association, property dealers, leading members of Lahore’s business community, prominent figures from industry and trade, distinguished guests and a large number of media representatives.
Under the agreement, the DHA Estate Agents Association Lahore will extend full electoral support to the PIAF Group in the upcoming elections of the Lahore Chamber of Commerce and Industry. In return, the PIAF Group will provide complete support and cooperation to the DHA Estate Agents Association Lahore in its future elections.
Addressing the ceremony, leaders of both organisations described the agreement as a symbol of mutual trust, organisational harmony and commitment to shared objectives. They said the business community must move forward with unity in the prevailing economic environment so that the concerns of traders, industrialists and real estate professionals can be raised more effectively at relevant forums.
The leaders said the partnership would further strengthen links between the business and real estate sectors. They added that the agreement would not only enhance the representative role of both organisations but would also provide Lahore’s business community with a stronger, more united and effective voice.
They also expressed their commitment to maintaining close cooperation in the future to promote shared interests, support business growth, encourage investment, play an effective role in policymaking and help resolve issues facing the private sector.

The Punjab government has made significant progress on its Rs 61.12 billion “Model Villages Project”, with the tendering process now completed and 485 villages formally approved for inclusion in the major rural development programme.
Punjab Chief Minister Maryam Nawaz has also directed the relevant departments to accelerate implementation and ensure that the project is completed within the stipulated timeframe.
According to government sources, Punjab Local Government Minister Zeeshan Rafique has been assigned responsibility for overseeing the timely completion of the project. The chief minister has instructed authorities to complete development work in 40 selected villages on a priority basis during the first phase so that rural communities can begin benefiting from the initiative at the earliest.
Under the project, basic public facilities and rural infrastructure across Punjab will be upgraded in line with modern development standards. The planned works include the provision of clean drinking water, modern drainage systems, wastewater treatment plants, recreational parks for children, streetlights, and the construction and rehabilitation of streets and roads.
Officials said development contracts for 463 of the 485 villages have been successfully finalised. Fresh tenders will be issued for the remaining 22 villages to ensure that the contracts are awarded through a transparent and competitive process.
The Punjab government said the Model Villages Project is a key component of its broader rural development strategy. Around 3.4 million rural residents are expected to benefit from improved infrastructure, a healthier living environment and better access to modern public services.
The initiative is also expected to improve living standards, stimulate local economic activity, create employment opportunities and support sustainable development across rural Punjab.
